there are 4 main ones that people use

paint.net which the save file is only openable in paint.net

photoshop which will save as a psd openable by all 3 with the right plugins

paint shop pro x2 save file as long as its a psp file can be opened by photoshop and can open psd

gimp can open both psd and psp files both this and paint are free and the other 2 are not it just comes down to personal preference i myself use pspx2 gimp is close to it

on the 2 payed ones try them out before you buy them
